Although there are many beaches on the Algarve the main ones for surfing are Sagres which is the most Southwest point in Portugal. There is a beach there around the point on the West side of the point which has been known to have decent waves. Then on the South side of the point are protected beaches with calmer waters for swimming.
You can rent boards and wet suits in surf shops in Sagres. They are within about 5 minutes of the surf beaches.
One best spot is St Vincent which is about a 15 minute drive up the West Coast.
Some will claim there is surfing in Lagos itself although surfers have told us that's not the case.
